Can you wash a plastic shower curtain in a washer?

I read to use 1/4 C. bleach, 1/2 C. detergent & 2 towels.

You mean a plastic shower curtain? When I had showers with curtains instead of a glass door I washed them all the time. No problem and no trouble - just tossed them in the washer with some detergent in cold water.
