I think he is doing it to fertilize the egg(s) but I really don't know his proclivities. ;-)
He does bring the food because she is laying the eggs and sitting on them.

This pygmie owl is sitting on 4 eggs that seem large given her size. It's a much cleaner nesting box of shaved cedar. I watch on camera 2.
